Creditcard and service charge beach restaurants vs Thai local restaurants

I noticed that beach restaurants put credit and service charge on the bill. But, small local Thai restaurants don’t do that, whats the reason that they don’t do it?

I noticed that because I was at a beach restaurant for lunch and had to pay 3% creditcard charge and 10% service charge. As diner I went to a Thai local restaurant and I paid with my creditcard with no extra charges.
