Am I missing something, or am I just stupid?

Ok, I've been trying to grind for a Kingambit for a while now after beating the fighting type Star base. Idk if it's some hidden in game thing I haven't done yet or something's off with the spawn rates, but I haven't encountered a single "leader" bisharp. I've been searching for roughly an hour of playtime and only encountered solo bisharp. Idk if me being on Violet has anything to do with it, but if anyone has any insight please let me know.
