I want to build an website but dont know where to start

In my vision, my website has a lot of cool animations/transitions. However, i have no idea how to do that and where/what to learn. The regular transitions like going up and down are not specific enough for what i want. I want to be able to fully customize the animation! Additionally, i would like to know reccomendations of videos/courses on how to build an website Please help and i wil be forever greatfull!!
