GE Opal - Loud Buzzing; White Condenser Fan Not Spinning

The buzzing seems to be coming from the condenser fan. With the unit off/unplugged, I can move the fan by hand. When plugged in, it starts to move and then stops. I try to move it by hand then and it won't turn, almost like the motor/magnet is holding it in place.

Everything worked fine until I gave the unit a good cleaning the other day. It was making ice, but kept going into defrost mode; I'm assuming because this fan/motor isn't working right.

Anyone know of a fix? Or should I order a new motor?
