Can someone explain this to me like I’m 5??

Sometimes I pick up THC-A or THC-P products from smoke shops in VA. I know this is not the “real” THC (Delta-9), as it has no psychoactive effects. Ok cool.

I visit DC + get a medical card. I visit Takoma Wellness dispensary. I pick up some pre-rolls and happen to look at the info, where it says 99% THC-A.

So now I’m confused. Has a dispensary in a legal state (err-district?) been selling “fake” THC, promoting as the “real” thing? And where can one purchase legal delta-10?!
