Can't find Algarian Stormrider mount (TTW epic edition mount)

Does anyone know where the quest giver for the Algarian Stormrider (TWW epic edition mount) quest giver is? I received the pet/transmog quests, the hearthstone and toy in my warband toy box, and the 70 boost, but i can't find the Algarian Stormrider mount.

I cant find anything on Wowhead or google, just a post on general forums saying the quest giver is outside Valdrakken bank by the fountain, I've talked to every NPC and none of them offered the mount & people discussing how to get all the customizations from the storm races but not how to initially get the mount.

Any help would be greatly appreiated, thank you.
