Wrath Court Charge of Hatred help

Hey everyone! I'm a bit confused by the Charge of Hatred spell, it says that the model can move its 12 inches and additionally it must make a risky action to charge the modest which isnt the closest. Does that mean that thats part of a second Charge it can make after the first? Ot by default the first charge it does withing the 12" is a risky action and that's it? Help me out please I kmow it might be simple but I really can't comprehend it
