Did the lords of cinder who got resurrected get chosen randomly?

I’ve been wondering about this since I was curious the basis on which lords got revived.

There has been countless of lords in the past, way more then the ones resurrected, so why were they chosen?

I figured it couldn’t be on strength alone because then wouldn’t gwyn or (spoilers?) the ds1 and ds2 protagonists also get revived?
