Question About Hitoshi Shinso's Quirk

So, I'm writing a fic about an MC being born into MHA with a certain powerset, but they're born deaf. This is just some context for the real, actual question.

Would shinso's 'Brainwashing' Quirk work on a deaf person, or a person who for any other reason couldn't hear his voice but could respond because they read his lips? The only vector by which I've seen his quirk working is by hearing him say something, then responding verbally to it.

Would a JSL (Japanese Sign Language) response work? Do you have to have heard his voice? What do you think the vector is by which the hook is set?

Also, if this has been answered in the Manga or Anime, please let me know. I'm a bit ignorant as to anything that's happened after the Overhaul arc, but I've gotten tiny tidbits here and there and don't mind spoilers in this case.
