Amon Forgewave

The description for Forgewave states that it does Cryo Ordnance Damage. Icy rage states that it’s activated on Cryo Status Effects. So why doesn’t my Forgewave activate Icy Rage but my Cryo heavy weapon does? Is it not the same damage at that point? What am I missing?
