Basket Ball gym

Is there anyone we can complain to regarding the basketball court it’s never open for use or the guy just does not want to let us pay. Last week he said no cause of the grève and the week before that it was for some random reason. Long story short this is the third week and he just decided the court is closed for fucking reason soo… if anyone is having same issue or who knows who I can report this too lmk. Me and my boys are tryna hoop man but that small caucasien dude never lets us play.
