SBQ is no longer dropping prime receiver plans and I don't have the plasma gun one. Am I missing something??

I must have looted scorch beast queen more than 40 times and I STILL do not have the plan for a prime plasma gun receiver. Is this not a thing that drops from the Scorch Beast Queen? I have the prime plans for every other gun.
