Aggressive neighbor. I don't know what to do anymore.

There's an aggressive woman who walks her dog off leash in my neighborhood. After being confronted over a year ago about cutting through our apartment property and not picking up her dog after her dog on the property, the harassment has just escalated. I've now called the cops twice in the year. I'm currently sitting here for the last 15 waiting for them to show up as she does another lap in the alleyway calling me a faggot bitch. She most recently spray painted our car and parking space. I have ring footage of her harassment via the alley. I have pictures of her on and off property with her unleashed dogs. I have filed a report with animal control but without name or address we can move forward, or even formally trespass her off the property. I'm fearful to take my dogs out to our yard, let alone on walks throughout the day. I'm just so tired and drained from life already, this is the last thing I want to deal with. This is mostly just a vent but any tips on other things we can do would be great. We are in the process of adding more cameras outside (expensive) but without a name or address not much we can do.
