How DL meta Deck Cost Work?

Hey guys, how’s it going? I noticed that on the LinksMeta website they show the cost of decks in gems, and it’s usually really high — like 40,000 or 50,000. But how does that actually work? Are those gem amounts calculated assuming that, for example, if a deck uses three Effect Veilers, it means the player spent 30,000 gems opening the box three times to get all three Veilers? Is that how it works?

And for example, if I wanted to build a deck that runs three Effect Veilers, and let’s say that deck costs 40,000 gems — if I have those 40,000 gems, would it be worth it to open the Selection Box trying to pull Effect Veiler? Or, if I failed to pull it there, would that mean I wouldn’t be able to finish the deck anymore, since the 40,000-gem estimate assumes I’d get all the cards from the original boxes?
