Video tear and choppy

So, I posted about a day and a half ago, y'all's advice was solid and helped so thank you VR now turns on and works but now there's a new issue, that being games when I launch steam are really choppy and there's a lot of screen tearing making games borderline unplayable, still working with a Oculus Rift S.
