Getting a NIE is impossible right now?

The steps I took:

1. Went to the official website

2. Select Provincia: Valencia

3. Selecciona Oficina - ANY OFFICE

4. TRÁMITES POLICÍA NACIONAL: "Asignacion de N.I.E."

5. Select Pasaporte, my full name, my western european country

Result:

En este momento no hay citas disponibles.

En breve, la Oficina pondrá a su disposición nuevas citas.

I have tried selecting different close provinces: Castellon, Cuenca, Albacete, Alicante

And I have also tried selecting specific offices instead of any, all with the same result!

I have sporadically been looking at availability over the last 2 years

Anyone any proper solutions?
