more IVs than slots

hey yall! applying neuro and just got an IV from uc davis. i was on rounds and totally forgot to sign up on thalamus & now everything is waitlist only. is this typical/normal? i was told programs weren’t allowed to send more IVs than slots so i’m not sure if i should just hang out on the waitlist or contact the program. thanks!
