How to remove Highlights from Notifications??

Really sick of all these new "features" they keep adding that none of us would ever want. The latest is seeing Highlights at the top of my Notifications. On occasion, you can swipe them left and there's an option to "not show this type of notification" again, but it doesn't do anything. Where the hell do we turn this off? It serves NO purpose!
