Artic Initial in School

Do you all qualify articulation (specifically, frontal lisp on /s/ and /z/) if it’s inconsistently impacting spelling?

Student is 9 male in 4th grade. He can inconsistently discriminate between minimal pairs for s and th. Z and th is stronger. It doesn’t affect his reading.

My district is going really heavy on academic impact for artic as we tend to over qualify. Want to be sure I’m being thorough.
