Won charge back with Cap One, now have a credit balance

So, I won a chargeback claim with Capital One Canada, and now have a credit balance on my account of $279. So my card is overpaid because of it. I know I can leave the money there for future purchases, but would prefer to take it out and out it on my Triangle mastercard which has a balance. I called cap one and the lady had no idea how this works. She said she didn't know if they can refund a credit balance.

I have heard that they can but apparently its a cheque which, with the postal strike again I won't be able to get. Has anyone had experiences with trying to get cash out of a credit balance credit card? I am not sure how to go about this.

I could take a cash advance but I suspect I will be charged a fee still even with credit balance
