Anyone having issues with phantom edition? Mine isn’t giving me the extras, but says downloaded

I just downloaded the game and started playing and it’s asking me to upgrade to Phantom, but that’s what I had already purchased. When I checked; I’m not getting any of my perks. Is anyone else having this issue?
