Enhancement Slot “Licensed Parts”

Enhancements says guns with “X” licensed parts gain a buff. Does this also apply to guns that are already in that manufacturer or only if the gun has a licensed parts gain from that manufacture. Like if I have a vladof weapon will a vladof enhancement work for that weapon without having a specific vladof licensed part on it? Could be a dumb question but just want to make sure.
