Fire escape repair/maintenance?

Two-family home. Had our very old back fire escapes* inspected. They need nunerous bolts replaced and a scraping and painting. Any services worth recommending?

(They're really more like balconies built like fire escapes, one with the only ladder to the roof. Even DOB isn't sure what to consider them.)
