Emergency tax on lump sum pension

Hi I just turned 55 and only had a small pension of ,£25.885 I received a payout off £18.770 they have took over £7000 in tax. Has any one else been in this position. I'm thinking I should get about £5000 back . Do you have to wait till end of year for refund. It does say I have to claim it back my self .
