Bank repossessed deceased friends car how do i go about financing it without bill of sale

Financing through a different bank The lender/bank this person financed the vehicle through that has it said they would release the lien on once paid in full that they couldn’t write up a bill of sale it would be done electronically after it’s paid ? Does this sound right will the bank be able to finance it without a bill of sale ?
