Panda and Sindragosa buddy interaction glitch

I was playing panda and got sindy's buddy and it was fine for the turn, but for 2 turns afterwards, I still couldn't freeze the tavern and minions were 3 cost again. I sold sindy's buddy after the first turn thinking I missed some text, but it was still unfreezable.

I eventually sold panda's buddy, got the same sindy hero power and it happened again, except this time for 1 turn only.
