Did they nerf family members attributes?

My sister in the game has come of age and I've been training her, shes currently level 16 and has a total of only 14 attribute points, while most companions around that level have like 19. She does have a lot more focus points than companions get though, which is good, but I'm still a little disapointed in her stats. I seem to remember that last time I played a campaign, family members attributes were higher than companions of the same level.
