Newborn congestion

When does it go away?!?! My gosh, feels like forever. 3 months old today (born via c section) and still sounds incredibly congested. I’m doing everything the doctor says - saline, nose suction & humidifier and nothing seems to be helping. The congestion must be far up as nothing ever comes out when I use the suction. Anyone else find anything that worked? Or just time?
