41, oily and still acne prone but dehydrated……any recs?

I’m on the hunt for a a good moisturiser. Like the title says I’m still oily and get the odd breakout but now the weather is getting cooler I can tell my skin is dehydrated. I work outside and can get blasted by the cold (I live in Ireland so freezing wind and rain is the norm for winter)

Ideally one that works both morning under my SPF and evening on top of retinal.
