How to do blue ghost roots on medium length hair?

Hi all! I am really wanting to get blue ghost roots on my hair, but I’m not sure where to start? My hair is a dirty blonde right now, do I just dye my roots a few inches? How do I part my hair? Any advice is greatly appreciated!! :)
