Pokémon white team

I recently started playing Pokémon white but I’m not that good at setting up movesets and I’m unsure of what to do. I was wondering if anyone could help. This is is my oshawott his moveset for now and that of the rest of my team id appreciate if someone could help

Oshawott: lvl 17 -Tackle -Water gun -Tail wip -Focus energy (As I write this it wants to learn razor shells but idk what to replace it with)

Herdier: lvl 16 -bite -leer -tackle -work up

Pansear: lvl 13 -Scratch -leer -lick -incinerate

Blitzle: lvl 8 (its in daycare rn) -quick attack -tail wip -Charge
