My Spot pet insurance has only a $3k annual limit. Is it worth staying? Who's better?

So I have 3 cats with Spot pet insurance. My current cat is sick, ( ear infection and Pancreatic issues) and I've already paid a $1600 to the vet for treatment , and with my Spot insurance I have a $500 deductible which I've met already but the yearly cap is 3000 with a %70 reimbursment. I pay $21.52 for this cat.

The cap seems pretty low seeing how just a broken limb can be like 12k.

Can I get some quotes of other insurances and what your caps are?

Also what I don't understand is my other cat has a 4,000 annual limit and the same $500 deductible and a %80 reimbursement but I'm paying $22.81 which is almost the same as the other cat but I get more . I'm not sure why this is , they are only a few more hs apart in age. (9 and almost 9)

Does anyone have a better coverage? I need to look into others like ASPCA ect there's so many of these companies out there
