Deviation fusion help!

Phase 3 just opened on our server and one of the Scenario Challenges is to "Use fusion to obtain a Deviation with all three techniques at Lv. 3". I've added two deviants with the same techniques (lets use frost satellite for this example) and added a frost satellite mutagen to one of the three additional slots. Which I assumed would level the technique. The fused offspring still had Lv. 1 frost satellite.

What am I doing wrong here? Any one have success with this?
