Performance issue pc

Everything is green except for mp/s. Running a i9 12900K with a 4070ti super on quality (balanced), dlss, frame gen on, motion blur off. Characters still skip around and I hit “ice patches” where my character slides and is in slow motion when things are hectic. Latency/packet loss hardly go away.
