Baby inconsolable during feeds & refusing to eat (bottle nor breast)

It takes over an hour to feed her since she is crying so much & no doctors have been able to give me an answer of why this is happening or how to fix it. My baby is 7 w/o and we’ve seen everyone: My pediatrician, ENT, SLP, many lactacian specialists, gone to the hospital, etc.

They are all unsure why happening and gave us the same advice that we’ve already tried (changing positions, ultra premie & premie flow and faster flow nipples, etc)

Has anyone had this happen and how did they fix it??
