Can you sell drawings in Strasbourg ? [Artist offering service]

Halloween season is coming up which is a good opportunity to make drawings of people. I’d like to know where I can do this, university grounds? parks? events?

In addition, what are the rules for posters, do I need a permit to put one up? If yes, who should I ask (and how long)?

Thanks in advance !
