Could you not join an Attack Heli not in your squad in past games too?

Maybe I have bad memory, but couldn't you join an attack heli from your whole team in the past games?

Here I keep seeing them with only the pilot, and I also prefer playing as the gunner instead of the pilot, so I'd like to join them but can't.
