Neighbor's Dog broke the shared fence. What now?

So, I went out to my backyard and cut a green onion (also in my yard) when suddenly, I heard loud, aggressive barking, which nearly gave me a heart attack. Turned around and to my horror, the shared fence between my yard and my neighbor's yard had a broken board, enough for the dog to fit through. Those dogs always bark at us and paw at the fence every time we are in our back yard minding our own business. Even while doing things we should do such as mow the lawn, cook food, etc. What am I able to do? I am not exactly a confrontational person and I am also recovering from something (thankfully I did not get a heart attack from this encounter), so would I be able to go to someone higher up? I do not want to just have that dog jump through the hole and attack me while I am minding my own business.
