Is there a system to the AM pulling? Frusterated

I always pull areas that do not need much pulling. There are certain areas that i end up pulling while putting the new clothes away. I pretty much do the whole row because it is too tight. I know we r techniqually not suppose to. There are a few sections that are full almost daily . I sometimes get the same sectiom to pull in a week. I guess it does not help also that switching managment no one is in charge of thr cloth processors so we always have wayy to many racks left.
