I can't unlock the bootloader

I'm having trouble trying to unlock the bootloader of a X3 Pro.

The phone shows the orange text saying fastboot however Windows 11 Power shell doesn't show anything when entering the command fastboot list. I even tried installing the USB Driver using Xiaomi provided app inside the mi unlock utility.

What's wrong here. The Mi unlock app doesn't recognize the phone in fastboot mode??
