A non serious question about LV in Undertale

Since you would likely get LV from sniping monsters, and LV boosts all damage, wouldn't that mean that someone like the White Death would be lv 20? and since at lv 20, you can destroy the world apparently, wouldn't that mean that the White Death, or people like him who have killed more than 94 people would be able to canonically?
