I'm new to Java Minecraft, has this weapon cool down bug always been in the game?

Whenever I switch from a block/item to a weapon or tool, the cool down animation stutters a bit and it's getting really annoying. I think it's because the original cool down from the item I initially switched from transfers to the weapon, but even then I don't know how to fix this. This is happening in vanilla and modded Minecraft and even in older versions. I'm not sure if it's a game issue or an issue in my PC. Suggestions?
