I dont really understand what SEED was doing with Andrew Wakefield.

Im on episode 38 at the moment, and sometimes Kira gets these flashbacks to the Desert Tiger, but im not sure what exactly they're going for with it. Dude rocks up, makes a fuss about food, gets his life saved, abducts Kira and Cagalli, forces Cagalli to dress up, talks about space whales, mentions how war sucks, then points a gun at Kira and Cagalli while telling them they can leave. All this happens after he attacks a town, even if there are no human casualties. Are we supposed to think of this guy as good? Interesting sure and a tad eccentric in a fun way with a kickass mech, but what's his narrative purpose, and what is to be inferred when the show calls back to him? Is he just supposed to be a stand in for Ramba Ral? What's going on in Kira's head when he thinks back on Andy and cries?

I don't understand the implications here. The dude was kind of difficult to comprehend.
