Manager is not releasing from the team

Actually I work in a software company in production support role its been a year and I was always interested in development and full stack technologies. My manager said u search for a project and if u get a new one I will release you and yesterday was the third time he said no to my technical project opportunity without even asking me. He always has excuses that someone in the team is leaving. And our project is getting automated too. He lied and flipped alot. I m stuck here. I feel its so unfair. Can i get an advice on this.
