Who pays for/decides on the lighting/vfx and pyro at music festivals?

I’ve been re-watching a lot of 2019 sets from EDCLV and notice how some artists performing at the Cosmic meadow stage have more vfx/pyro/lighting than other artists, And I’ve noticed similar at UMF and even Escape Halloween too, this is more so an open discussion but does the artist pay out of pocket for any of it, does the festival cover it with the $ from tickets or how does all that work?
