Is this a decent PC?

Is this a decent spec PC? I am also looking at the same one but with the AMD Ryzen 7 9800X 3D, however it is $700 more... is that worth it? I am not a super serious gamer, I do not plan on playing in 4K but I want good performance for any game at 1440p. (prices in Canadian dollars). Any advice is appreciated!!
