Rust is bad optimized

I have 3060 12gb + 5 5600, 16 ram and i have only 50 fps with all low, i dont know how can i fix this, my cpu only use 49% of his max and the gpu less of 40%. I talked with chat gpt and he give me a very bad solution, any know about whats happend with this game, i need help please.
