Postponed Retirement During Government Shutdown

Hello! I have a question: can I resign, postpone my retirement (I'm not retirement eligible right now), and take another job after my resignation date during the government shutdown? I realize there will be delays with the retirement paperwork, mainly wondering if I can get another job after my resignation date if my retirement paperwork is stalled until the government reopens?
