Am I overreacting by my sister's comments?

👨‍👩‍👧‍👦family/in-laws

I, 14F and my sister 18F have been in a tense situation. She has had multiple concussions over the years as well as trauma just for context. You see, she's been making insensitive comments and jokes yet when I confront her she completely shuts down and refuses to talk.

She also often goes on a rant about how I 'hate' her when I don't, I'm just frustrated. A few examples of these comments are: 'You're pansexual because pans is the only thing you can get', and 'Well if you aren't my sister you're my 'sibby''. For context I'm pansexual and a demi-girl. I've told her multiple times that I'm not comfortable with her doing things like this, she lives in the same house as me. I try to talk to my mom but nothing seems to change.

My mom says that due to her concussions she might have developmental issues yet to me that doesn't justify her actions. I've brushed my sister's comments off until tonight. She had her boyfriend over and they were having a sleepover. She was doing cornrows for him and said 'you sorta look emo, like OP back in 2021'. For reference I was not emo. My vision was severely declining and I was trying to find who I was in my makeup and what I liked. I told her I wasn't really okay with that. She then almost sunk into herself and said 'do you hate me?' honestly she says that line to deflect whatever I am saying.

But now with the possibility if her having developmental issues, I feel bad and I wonder if I am just over reacting. So Am I overreacting by my sister's comments?
