Rendering doesn't take into account transform effects

I've tried rendering and exporting my video multiple times and for some reason the project does not render the simple transform effects.

I use a standard H.264 codec and all the default settings.

and when I open the final export, none of the zooms or repositions have taken place.

When I watch my video in Davinci, everything looks good, but the exported video just straight up ignores my transform effects,

I've tried a couple work arounds including deleting my render cache, changing codecs, and creating one big compound clip and rendering that but so far none of these options result in a simple rendering of my video, effects included
